Cloudflare x402 Integration Opens Door for Bitcoin in AI Agent Micropayments

Cloudflare recently announced the launch of its monetization program through the Coinbase-led x402 machine payment standard. x402, which allows AI agents to pay for data online with crypto, is gaining popularity among the AI-informed as it enables better agent interactions with the open web.

Founded in 2009, Cloudflare has grown from a DDoS mitigation and content delivery network (CDN) provider to one of the Internet’s foundational infrastructure companies.

The company, which launched publicly in 2010, was on a mission to make web performance and security accessible to everyone, not just large enterprises. Today, Cloudflare powers approximately 20-23% of all websites worldwide and processes tens of millions of HTTP requests per second in more than 330 cities in more than 100 countries, covering a significant portion of global Internet traffic.

As a result of their adoption and security offerings for large parts of the open web, CloudFlare’s integration of x402 is a major development for the fabric of the Internet. Websites that are increasingly inaccessible to AI’s massive data needs can now sell that data to AI agents for crypto. CloudFlare’s implementation only mentions Stablecoins such as USDC, the Open USD standard, but the protocol supports Bitcoin on-chain and is actively exploring Lightning Network integration.

The web is broken

Kevin Leffew, co-author of the x402 protocol and AI GTM at Coinbase, told Bitcoin Magazine that there is a major user experience problem in the way AI currently interacts with the open web and x402 – which is now controlled by the Linux Foundation – is trying to solve it. “Every API call requires an API key, which in turn requires a human, and creates unnecessary friction,” Leffew explains, adding, “Our goal is to destroy the API key.”

Popular AI agents like OpenClaw often require API access keys for special paid web search services so that the AI ​​agents can easily access the web, with the mobility that a human user would enjoy. These types of services are offered by popular browsers and search engines such as Brave.com and Perplexity. But who wants to pay for a subscription service on top of computer hardware and internet access, plus AI token fees to search the internet? These services also require a human to sign up for a monthly subscription with a credit card, paying for access that may be blocked by the websites that still contain valuable data through non-standard methods. A better solution is needed.

AI agents need to be able to think about the costs of money and resources, and have a computer-friendly way to make payments for new data. An example of this use case was recently demonstrated by an X account called ‘Lightning Mode AI’, which built a wrapper over ESPN FIFA data and had an AI agent pay for it in Bitcoin. The agent could then quickly place bets on outcomes on markets like Polymarket during the World Cup, potentially allowing agents to make a profit.

This example of Lightning Mode AI used an older implementation of the idea behind x402 called L402, a protocol developed by Lightning Labs to specifically enable bitcoin payments for data on third-party websites.

Denial of service (DOS) attacks could also potentially be solved by a machine monetary system for the Internet. The fundamental vulnerability exploited by these DOS attacks revolves around the bandwidth and computing costs of answering an Internet user’s query. The user sends a request to view a website. The site’s server must calculate, resolve, and return the website data to the user; this entails material costs. DOS attacks send massive amounts of requests, often from malware-infected networks of machines (DDOS), targeting their victims’ server resources. These types of attacks can theoretically be stopped by simply requesting payment from the user before expending resources to respond to the user’s request. But the payments must be cost-effective and fast enough to meet the user experience demands of the digital age.

Protocols like x402 and L402 allow websites to access their valuable data through a paywall while teaching AI agents how to pay for access. No credit cards required, no user data explicitly shared with payment networks, no “are you a bot” captchas, no annoying account registrations that you’ll never use again, no subscription service for the API key for web search. Just pay for the data you use.

The economics of microtransactions

This market for microtransactions between machines is not a new idea. It has been theorized by cypherpunk era celebrities such as Nick Szabo and others, although it is missing until now. Szabo argued that the biggest problem with microtransactions was not just the payment technology, but also the cognitive transaction costs that came with it.

Every time a user makes a payment, their brain has to calculate whether it is worth it; this also comes at a cost to users, which can probably be measured in calories, and sometimes it’s not worth deciding to pay a few cents for data. But AI agents change this equation in theory.

If AI becomes a new way for users to interact with each other in an open manner, the cognitive costs associated with calculating the value of spending pennies and even sub-cent values ​​on data can be effectively eliminated.

Users can easily give their bot a budget with spending policies and let it do its best to use that money wisely. Whether AI agents can be responsible enough to safeguard users’ money remains to be seen, but some experiments show that AI agents can be quite resilient in their work. Take for example Freysa AI, a 2024 AI agent that has passed 48,000 rapid engineering attempts. Users paid to try to convince the bot to release funds into a smart contract treasury; if the bot refused, the bot kept the user’s money and added it to the treasury. Eventually, someone managed to fool the bot, but not before $50,000 worth of attempts. With hard-coded spending limits, the risk of an AI being quickly deployed to give away its money for the Internet search lunch is likely manageable.

The scalability of privacy-preserving digital payments in decentralized, censorship-resistant ways has also been effectively solved. According to Leffew, blockchains like Solana can make payments for a thousandth of a cent and settle them in milliseconds. Bitcoin’s Lightning Network can also compete on the microtransaction scale, and other Bitcoin protocols like the e-cash variants can be as fast as any internet package, likely beating a highly centralized blockchain system like Solana.

Viktor Ihnatiuk, co-founder of UTEXO, told Bitcoin Magazine that they are actively working with the x402 developer community to integrate Bitcoin’s second layer protocols via RGB as a payment option. RGB integration would enable two-tier Bitcoin payments as well as USDT on Bitcoin settlements. The x402 standard, according to Leffew, is designed to be fundamentally neutral to the payment rails involved, and even extendable to fiat rails, although it will likely be dominated by cryptocurrencies and, in the near future, stablecoins.

Why CloudFlare should accept Bitcoin

CloudFlare’s x402 pilot program is a major step toward this vision of cryptographic money actively being used as the internet’s native currency. The focus on stablecoins for starters is also understandable, given the powerful brand and adoption of the dollar, which keeps accounting simple. However, there are many underlying risks associated with the way stablecoins are used today that Bitcoin solves.

For starters, most of the stablecoin volume moves on top of blockchains in Ethereum Virtual Machine (EVM), which use a public address account model; these are actively reused, creating a long, detailed, public history of financial involvement for each user. This is terrible for user privacy, and tools to obfuscate user flows on EVM blockchains, such as VPNs for crypto payments, are not common.

As a result, AI agents and their users actively leak data that, among other things, can expose them to targeted attacks by organized cybercrime.

Bitcoin, on the other hand, uses a UTXO model, where best practices result in people creating a new address for each payment received, resulting in payment trails that can be harder to follow. Furthermore, Bitcoin’s high-speed payment protocols, such as Lightning, Ark or e-cash, often provide users with much greater privacy benefits by moving value off-chain through various smart contract-related technologies.

Last but not least, stablecoins are fundamentally anchored in the US dollar and its foreign policy. If CloudFlare wants to be a viable option for the multipolar world, it will want to adopt a neutral stance on money. The dollar, while still the most valued currency in the world, is starting to lose ground to the rising powers in the east, while alternative, geopolitically neutral currencies such as Bitcoin continue to rise. Bitcoin could help CloudFlare maintain or even grow its position as a crucial internet infrastructure in the multipolar world.
