On April 21, an Academy trainer Saldana gave a small baggie decorated with blue stars that contain simulated heroin for “scenario -based training with regard to drugs,” said a CPD arrest report. While searching for Saldana’s loading pants, the second recruit found a clear knotted bag with four small zip pockets decorated with green dollar boards, each of which contains crack cocaine, according to the report.
